The most common cause of the Flo code is a dirty filter. The first thing I would do is clean the filter. From there you can move on to improving the flow. If you have a valve that controls the flow to the heat pump, you can open it up so it receives more water.
An air leak can cause low flow. Check the pump strainer and return jets for air bubbles.
