RayPak Heater Whistling

Hi all. I have a RayPak 406 CuproNickle Heater. We have a .75HP pump (C48J2N131B1) & a S220T with a max GPM of 52. I do not have an inline flow meter. The lines are all 1 1/2"

Down to the issue, The raypak heater is whistling. The protek shield is a tad dirty, wondering if its perhaps causing the restriction in flow? When I close the outlet valve 1/4, the whistling goes away.

Any ideas what to do? Get a bigger pump? Clean out the heater?

Min GPM is 40 for this model. Unsure what this hseet is talking about when it talks of pressure drop & how I would factor it in.

I’m guessing the whistle is not a gas supply issue since it goes away when you throttle the flow down, so my best guess would be that the unitherm governor is bad (note that the one I linked may not be for your particular model heater - please double-check before ordering).
