Yes this would be the top half of the filter and does fit the the Proline Element Base. Based off of your photo it appears that the 150 Sq. Ft. model is checked off and is the model you have. Is that correct that you have the 150 model? If so then this is the correct lid.

Yes it does come with the Pressure Gauge and Air Relief. $199 is correct, unfortunately, since this ordered direct from the manufacturer they don’t offer expedited shipping. Below is a better photo of the lid assembly…
