New home with old pool

My wife and I purchased a home in the fall.  It has a pool that we are hoping to open this spring.  The pool has no pump and no filter, only pvc pipes.  We estimate the pool to be 23,000 gallons (16ft x 32ft, 8ft deep at one side, 4ft at the other).  Part of the pool is in-ground, but about 3 feet or so is above-ground.  The pool is holding water (very green).  We are unsure where to start, what size filter we need, what size pump we need, etc.
