Aqua Rite not reading correct salt levels

I have a Hayward Aqua Rite salt system with a T15 cell. The main board was replaced a few years ago and the Cell a year after that. I started my pool up this spring and the panel was reading 700 so I added about 5 bags of salt. 26,730 gallon pool. The reading then came up to 1900 after about 5 days I added even more salt, in total around 8 to 10 bags of salt. But the system still read 1900. Took water sample to pool store and had it tested. Way too much salt, 4970. I drained the pool to below the light, changed the sealing ring for the light, had liner replaced last spring and they did not change this ring. Filled the pool back up. Started system back up and it was reading 1000. This time I noticed the Check Cell light and the low salt light were on solid. The power light was on solid as well. Took water sample to pool store and they told me I needed 2 bags of salt. Put that in and 24 hours later my panel is reading 1200. I took some water back up to the pool store and the salt reading is 2600. I checked the setting and the cell is set to T15. I took the cell off and cleaned it with the acid mixture. It seemed to be dirty, let it process (bubble) for about 20 minutes and it quit bubbling. Emptied the acid mix and rinsed the cell out with clean water and put it back on. Same thing. I tried resetting the salt reading but that did nothing. I noticed when I turn the switch from Auto to off, wait a few seconds, turn it back on, after the flow light goes off it will generate, the votltage is around 27 and the amps start out at 6 and usually go down to around 2.3 and after a minute I will hear a click and the Generate light goes out and the Ceck cell and Low salt light will come on solid. I found a video online where they check the cell to see if it is working. I replaced the cell in my pool plumbing with a bypass tube and put the stand plug on one end of the cell, filled it with pool water, and turned the system on. Once the flow light went out and the Generate light was on, I can see the cell was working because the water was bubbling. After about a minute it stopped, panel read 1100, cehck cell andf low salt lights came on. I added some regular table salt into the cell and the salt level started going up and I finally got it to read 3600 and let it run. It worked fine for about 20 minutes so I shut everything down. I tested the salt level in the water that was in the cell and it was way over the chart, over 7200. So has any one seen this? what did you have to replace? I am really tired of dumping money in this pool. I have had it for 9 years, 4 pump motors, 2 main boards and 2 cells! main boards are around 450 and cells are 700 to 800. Motors are 150 to 200. This is crazy and I am starting to think Hayward is not that good of a pool company.
