I have a Pentair wfe-8 pool pump and am switching from a 2hp motor with an SF rating of 1.3 to a 1.5hp motor with an SF rating of 1.47. If I did the calculations correctly I go from an effective 2.6 hp to 2.2 hp. I am using an fns60 filter if that helps.
My question…do I have to change the impeller or is the effective HP enough

Yes your calculations are spot and you will definitely need to replace your impeller. If you use the old impeller it will be trying to output the amount of water designed for an effective 2.6 hp motor and the 2.2 effective HP motor will fail quickly.
You would need the Pentair Whisperflo 1.5 HP Full Rate Impeller the Pentair GoKit 32 Tune Up Kit and the 1.5 HP Full Rate Whisperflo Replacement Motor for your motor project.
